Commercial real estate transactions often require environmental due diligence to assess potential risk of environmental contamination. The purpose of Phase I Environmental Site Assessments (ESAs) is to identify recognized environmental conditions (RECs) associated with a property through records review, interviews and site reconnaissance.
If RECs are identified and additional investigation is warranted, a Phase II ESA may be considered to address environmental risk. Phase II ESAs involve the collection of environmental samples for comparison to current risk-based guidelines. County Environmental Engineering has completed numerous Phase I and II ESAs in Maine, including several Brownfields and Voluntary Response Action Program (VRAP) sites. We have a Brownfields quality assurance project plan (QAPP) and regularly assist with obtaining environmental liability protection for property owners through VRAP.
When an environmental release is known or suspected, County Environmental Engineering has the experience to safely investigate and remediate petroleum and hazardous substance contamination. We own a truck-mounted Geoprobe rig with tooling for soil, groundwater and soil gas sampling, backhoe for test pitting, and various sampling and field screening equipment.
We recognize the importance of effective communication between property owners, state and federal regulators to address environmental risk and evaluate remedial options based on effectiveness, feasibility and cost. We can help property owners obtain environmental liability protection for contaminated properties, including the application of institutional and engineering controls as necessary.
The Spill Prevention, Control and Countermeasure (SPCC) rule is part of the US Environmental Protection Agency (EPA) oil spill prevention program under the Clean Water Act and applies to all facilities with a total aboveground oil storage capacity greater than 1,320 gallons.
County Environmental Engineering regularly develops SPCC plans for a variety of facilities, including bulk plants, gas stations, service garages, municipal garages, universities, paper mills, lumber yards and farms. The purpose of SPCC rule is to help facilities prevent oil spills and be prepared if a spill accidentally happens. As required by SPCC rule, plans are certified by our licensed Professional Engineer (PE) for facilities with more than 10,000 gallons of aboveground capacity.
County Environmental Engineering can provide a wide range of services for properties with aboveground storage tanks (ASTs) and underground storage tanks (USTs), including repair, installation and removal. Our Maine Certified Tank Installers (CTIs) inspect and maintain over 250 USTs annually, including facility upgrades, alarm response and troubleshooting.
We are licensed to complete formal internal and external inspections of ASTs in accordance with Steel Tank Institute (STI) standards. Our licensed Professional Engineer (PE) regularly prepares State Fire Marshal Office permit applications for AST installations.
The Maine Department of Environmental Protection (MEDEP) Chapter 691 Rules for Underground Oil Storage Facilities require underground storage tank (UST) and piping site assessments for facility closure or abandonment. Site assessments are completed during the removal of USTs and underground piping to determine if oil discharges have occurred.
County Environmental Engineering has completed over 300 UST site assessments throughout Maine at gas stations, bulk plants, service garages, farms and residences. We offer the ability to conduct after-the-fact site assessments with our truck-mounted Geoprobe rig at facilities previously removed without a site assessment.

We are a licensed Asbestos Consultant and our certified Asbestos Inspector is experienced with asbestos identification surveys at a variety of commercial and residential properties, including retail stores, community centers and apartment buildings. Our Asbestos Inspector is also a certified Lead Inspector for lead-based paint surveys.
